Toni Turner, RCP, CHT, CWS, Executive Director
Toni Turner, originally trained as a respiratory therapist, became a certified hyperbaric technologist (CHT) in 1994. She later received her credentials as a certified wound specialist
(CWS) and was subsequently designated a fellow of the College of Certified Wound Specialists (FCCWS). As a manager, she redirected several failing wound and hyperbaric clinics into highly
successful financial operations. Her experience in Medicare’s National and Local Coverage policies has led to her current position as Executive Director of InRich Advisor’s an Outpatient
Auditing Group and Revenue Cycle Management subsidiary of Intellicure, Inc.
As a reimbursement and compliance auditor, Toni regularly provides research and guidance on coding, billing, and reimbursement issues for a wide range of hospital outpatient and physician
services. She has a particular expertise in Wound Care, Lymphedema and Hyperbaric Oxygen Therapy Revenue Cycle. She has experience conducting billing compliance audits and charge description
master operation, development, and maintenance. Toni also has had primary responsibility for new set up and reorganization of wound care and HBOT services including regulation compliance,
risk assessment, program development, implementation of policies and procedures, and ongoing operations. Her combination of clinical, management and regulatory expertise provides unique
insight into the revenue cycle challenges faced by wound and hyperbaric centers.
Toni is distinguished by her passion for ethical practice, commitment and purpose in assisting clients with APC, OPPS contracting and regulatory compliance, including federal and state
laws and regulations. She is regularly sought out by legal firms to assist with cases regarding such complex topics as Stark, anti-kickback and anti-inducement laws, Medical Record security,
billing and coding compliance.
A dynamic public speaker, Toni frequently serves as a guest speaker at National Wound Care and Hyperbaric Medicine conferences in the areas of compliance program effectiveness and revenue
cycle management. She is also a frequent contributor to industry journals and newsletters such as Wound Care and Hyperbaric Medicine, Today’s Wound Clinic, Report on Medicare Compliance, and
is the monthly host of the Paper Trail segment on Wound Wire WebCME.
Caroline Fife, MD
Dr. Fife received her BS and MD degrees from Texas A&M University College of Medicine (AOA). After a residency in Family Medicine and a two year Fellowship in Undersea and Hyperbaric
Medicine, she joined the faculty of the UTHSC, Houston where she is currently a Professor of Medicine. She is subspecialty Board Certified in Undersea and Hyperbaric Medicine and has been
a Certified Wound Specialist since 1998. She began the Memorial Hermann Center for Wound Healing in 1990, adding the Memorial Hermann Center for Lymphedema Therapy in 1998. She has served
as the Chief Medical Officer of Intellicure, Inc. since 2000, and is the Director of Clinical Research for the U.S. Wound Registry.
Jennifer Hilburn, MS, Auditor
Jennifer has seventeen years of experience in both the healthcare and legal industries. She has worked for a nationally ranked cardiovascular provider where she was an integral member of
the training, development, and HRIS teams. In the legal industry she was responsible for assisting attorneys research and defend multimillion dollar medical, personal liability, general
liability and contractual lawsuits. She also prepared detailed reports for industry leading insurance companies which involved medical summaries and analyses of billing records to determine
damages specifically related to the case and reduce losses. She often found multiple errors which reduced damages up to hundreds of thousands of dollars. Jennifer has a master's degree in
Criminal Justice Management.
Kendall Goetzinger, CPA, Auditor
Kendall earned a Bachelor of Business Administration in Accounting from The University of Texas at Austin and is a Certified Public Accountant. She began her career in public accounting
performing audits in the Health Care Industry with the firm of Ernst & Whinney. Following public accounting, Kendall worked for St. Luke's Episcopal Hospital first in the Financial Accounting
Department and then in Financial Reports and Analysis. Her other health care related experience includes working as controller of a Woodlands area nursing home in addition to serving as
Hygiene and Marketing Coordinator for a dental practice.
